West Midlands Police Launch ‘Operation FRISLEN’ to Tackle E-Bike and Electric Scooter Misuse in Birmingham City Centre
28 May 2025
West Midlands Police has launched Operation FRISLEN, a targeted initiative aimed at addressing the growing concerns surround the misuse of e-bikes and electric scooters in Birmingham City Centre.
The operation follows a surge of complaints from local businesses and city-centre BID’s about bikes and scooters being ridden recklessly or parked irresponsibly outside of commercial and retail premises.
In response, the police have introduced a streamlined reporting system to empower the community to take part in improving safety and accessibility in the area.
A dedicated online form has been created to collect reports of e-bike and electric scooter related issues. This tool will help authorities identify problem hotspots and take appropriate enforcement action. The form can be completed by scanning the QR code.

“We’re asking for the public’s help to make Birmingham city centre safer and more welcoming for everyone” said John-Jo Von Johnson, Community Operations Manager at Colmore BID. “By reporting incidents as soon as you experience them, you’re helping us build a clearer picture of where action is needed most.”
To further support this initiative, enforcement and education days will be taking place at the end of May and June, during which West Midlands Police officers will be actively monitoring and addressing e-bike and electric scooter misuse in key areas of the city-centre. Community members are encouraged to share their experiences- whether positive or negative – through the reporting form to help shape future enforcement and education efforts.
This initiative is part of a broader effort by the city-centre BID’s Business Crime Reduction Partnership (BCRP) to support local businesses in tackling crime and anti-social behaviour.
